Update navigation sidebar to create an epic work item

When legacy epics are migrated to work items the + button on the navigation sidebar should allow us to create a work item epic

The text remains the same but the URL redirect us to the create work item epic form.

Design

• This will utilize the new work item modal as being worked on in #429127 (closed).
• For the global creation flow, see designs in Figma.
