Increase advanced search limits in GDK from 25 searches

Background

Today, we default the number of advanced searches per minute to 25(?)–which can be exceeded very easily in our current search implementation–and block subsequent searches for the next minute. For example in a single advanced search, we run something like 8 separate searches to get all the scopes filled in and if you need to make any adjustments to that, you may hit the limit before you can complete your third search iteration. If search typeahead predictions also count against this limit, the problem is even worse.

Proposal

Increase the default number of advanced searches allowed in GDK to [100, 150, 200]? to prevent users from inadvertently hitting limits too early.
