Archived group project templates are still available for new projects

Summary

After archiving a project in a group project template subgroup, it is still available for use when creating a new project. Additionally, creating a project from an archived template results in the new project being archived as well.

Steps to reproduce

  1. Set up subgroup for group project templates
  2. Create a template project
  3. Archive it
  4. Create a new project from template
  5. Observe that the archived project is available and using this template results in a new project in an Archived state

What is the current bug behavior?

Archived projects should not be available when creating projects from templates.

What is the expected correct behavior?

Archived projects should be hidden when creating projects from templates.
