[Key Contacts Management] Prevent green check from showing on Billing Address

issue (UX, non-blocking): If possible, could we prevent the green check mark from showing next to the Contact information section until after the user has gotten to that section and clicked Continue to billing? It's a bit weird for the user to have "completed" a section they haven't gotten to.

When a user has a billing account, we're now showing a Contact information tab instead of the Billing address. The contact information is just showing a notice to the user to check CDot for the contact billing address information.

The step in this scenario will be marked as isValid because no action is needed from the user to go to the final step. This state renders a green check mark next to the step before the user ever hits the Contact information step, which is a little weird when the user hasn't yet "completed" that step.
