Update users API from Twitter to X (REST API V5)

Follow up from discussion on !135424 (comment 1687131624):

I think we need an issue for the Users API.

As

1. The POST /users endpoint still accepts "twitter" as a param
2. All the responses still have twitter as a response attribute

As it's just renaming the keys, it shouldn't be too difficult of a change 🤞
