Provide a way for new Enterprise Group Owners to view enterprise user personal projects.

Proposal
A customer has recently become a verified enterprise group and is now looking at how they might manage their work on GitLab. The customer began working long before the enterprise badge existed and there was little thought of knowledge on the part of the customer as to protecting where their group members may be working. Their now enterprise group members are using a mix of personal and group projects outside of their namespace.
In an effort to collate all the enterprise work under the namespace the customer asked for a list of personal projects under the enterprise namespace. This is being provided via an internal request as currently this is only possible with an Admin account.
It is expected that more Enterprise SaaS customers will ask for this type of information. As our definitions of the enterprise group/user relationship say that the enterprise is entitled to this visibility into the enterprise account. This proposal is that we provide the enterprise group owner a way to both view and move their group members personal projects in to the namespace.
