Investigate whether instance_review_permitted? can be removed

In !138918 (merged) we remove the last usage of instance_review_permitted?.

Before we remove the helper, we should have a look whether we missed porting the behavior to the new sidebar or whether it was a concious decision. The behavior is even described in our docs:
