Backend: Update metadata collection to ensure `verification_level` is being populated

We need to make sure the verification_level field is being populated when we collect metadata.

Currently, we collect metadata on release via the Ci::Catalog::Resources::Versions::CreateService. The class should be updated to include the new information from verification_level. The implementation should only be scoped to the gitlab value, which should be determined using the namespace.
