unable to delete pipeline for archived project

GitLab version is 16.6.1

On archived projects, the UI does not offer the deletion of pipelines. When trying https://docs.gitlab.com/ee/api/pipelines.html#delete-a-pipeline the API always returns 403.

Please clarify if this is intended or a bug.
