Introduce group-level landing page for "Analytics Dashboard" menu item

Proposal

In the current navigation, we direct users to the Value Stream Dashboard at the group level when they click on "Analytics Dashboards". This is because there's only one dashboard available, and we want to save users a click. The negative side effect is that it is a confusing experience since the menu item doesn't match the page name. We should direct them to a landing page like we do at the project level that has "Value Streams Dashboard" as the only option. The experience would be similar to what we have in the "Application analytics" menu item that is behind (currently behind group_analytics_dashboards FF).

Implementation plan

• group_analytics_dashboards disabled
  • Keep the current behaviour - Analyze > Analytics Dashboards redirects to VSD
• group_analytics_dashboards enabled
  • Remove the Application analytics
  • Analyze -> Analytics Dashboards redirects to group dashboard list
