Description

The implementation of the dismissal_reasons descriptions does not fully test the pipeline and vulnerability helpers as those depend on the presence of a Chinese localisation which was not yet present. These localisations need to be added to enable these tests fully function.

Implementation Plan

• backend Add Chinese fixtures for the dismissal_reason description localisations, add tests to ee/spec/helpers/ee/projects/pipeline_helper_spec.rb and ee/spec/helpers/vulnerabilities_helper_spec.rb to use them.
