Update project runner edit view

Details

In the edit project runner page, the UI copy for some of the settings could be more clear and concise, use grammatically positive phrasing, and be more active (verb + noun format). Some labels are phrased such that by selecting a check box means to not perform the action (for example, the copy for the Active checkbox).

Proposal

Update the form so that it's consistent with the admin and group edit runner forms:

• run untagged jobs
• paused
• protected
• lock to current projects

EDIT: We have decided to update the entire form to align the three scopes (admin, group, project) of editing. This represents slightly more effort due to the introduction of an extra feature flag but it's better in the long terms as it helps us reduce duplication.
