Add templates for security policies

Add templates for security policies. This can be for scan execution or scan result policies.

Security policies provide a lot of flexibility. The documentation describes all the keywords and scan types and offers some tutorials but the flexibility can be overwhelming when getting started.

We could provide some templates that can be easily applied as security policy like we do with CI templates this can help

• Users to get started using security policies
• Developers onboard in security policy development
