[VSA] Cumulative duration documentation and rollout

This issue is a placeholder for documenting and ensuring that the cumulative duration for label based stages are released in %17.0.

Tasks:

• Document the behaviour with examples.
• Ensure the feature flags are enabled by default.

Note: some of the items (enabling feature flags) can happen earlier on .com for particular groups.
