Problem to solve

Before upserting vulnerabilities in batches using the IngestCvsSliceService, the CreateVulnerabilityService upserts vulnerability scanners models one at a time, which is not efficient.

Proposal

Make the CreateVulnerabilityService upsert vulnerability scanners in batches.
