Save a filtered view in visualizations

Problem to solve
Customers creating custom a visualization from product analytics, value stream analytics or other sources may need to always apply the same filter to the visualization as a default like the environment, a date range, or other data pertinent to the audience.
Proposal
A filter (lots of TBD here) can be applied in Visualization Designer and applied as a default when displayed.
Possible types of filters
- Page Name
- Custom Event Names
- Custom event properties
- Project (for issue, repository, etc. visualizations)
- etc.
