Update wording on Code Suggestions setting

Closing this issue as the third-party AI setting was removed in !136144 (merged) and thus this issue was no longer relevant.

Problem

The code suggestions setting currently says:

However, Code Suggestions is currently powered by Google models regardless of whether third party AI is turned on or off.

Suggested solution

Update the wording of the code suggestions toggle to make it clear that it will use third-party AI regardless of the setting.

Code Suggestions currently uses third-party AI services unless those are disabled.	Code Suggestions uses third-party AI services.

Note: this is a quick fix issue to at least correct a setting giving incorrect information. This is not meant to be the final state. We will soon have the conclusion of the ongoing UX research into user needs for AI settings and we will rethink the settings around third-party AI based on those insights.
