The Job artifacts page at the link above doesn't describe the it when: artifact or valid values that it can be set to.

I had to play around with the Pipeline Editor to get this information

jobs:static idempotent_header_check:artifacts when should be one of: on_success, on_failure, always

This should be clearly documented with examples.

Who can address the issue

This can be addressed by someone that know what the code is doing.
