Review comments ordering and styling

Background

Currently when a review is performed there's no grouping or indication in the UI of all of the feedback that was left as part of the review. This makes it challenging to understand the feedback during each round and which comments were left at which point in time during the review.

Ideas

1. We could introduce system notes for the review that would indicate all of the comments left as part of a review with links to them
2. We could explore UI treatments (like the designs) that visualize the review

Challenges

Grouping of review comments makes sense for the first review that happens, but then becomes challenging with multiple rounds as follow up reviews might be comments on previous reviews that were performed.
