Support changing permission values in update MemberRole mutation

We introduced update member role mutation but it is not possible to change the permission values.

The reason was to simplify the initial implementation because this should be possible only if a member role does not have any member assigned yet.

As part of this issue, we should add support to change the permission values if a member role does not have any members yet.
