Mark relevant Direct Transfer workers as deferred on database healthy - Direct Transfer

In case of an ongoing incident, it would be good to stop the execution of import workers since they can consume many resources.

So let's investigate if we can use the defer_on_database_health_signal option on Direct Transfer workers
