Change wording from "Set up a hardware device to enable two-factor authentication (2FA)" to be passkey friendly

Background

There is confusion around GitLab support for passkeys as a second factor because the section to add a passkey has the words "Set up a hardware device to enable two-factor authentication (2FA)."

You can also use a face scan and fingerprint scan as a second factor, so it is not limited to external hardware like yubikeys

Proposal

Change "Set up a hardware device to enable two-factor authentication (2FA)." to "Set up a passkey to enable two-factor authentication"
