Add project event tracking for Dashboard Designer

Proposal

Track the following events using GitLab's internal event tracking:

1. Count of projects with a path for a custom dashboard by week
   • By Week so we can see if that number is increasing or decreasing over time.
2. Count of projects with a custom dashboard created (a file exists) by week
   • In the future we may want to get data by number of dashboards like 100 projects have 0 custom dashboards, 10 projects have 1 custom dashboard, 5 have projects have 2 custom dashboards, no projects have 3 or more custom dashboards.
   • By week so we can see if the rate of projects with custom dashboards is changing over time
3. Count of projects that have had a custom dashboard viewed by week
   • By week so we can see if those projects with a dashboard are valuable or if the dashboard is a novelty that's not valuable after creation.

These are roughly stack ranked in order of importance so we can break out any/all of these into their own issues as needed and deliver them in that order.
