Update work item activity to new minimal style

Proposal

MRs were updated to use a different, more streamlined style for showing activity notes. Issues (legacy) are in the process of being updated to match ( !135306 (merged)). Work items should be updated to follow the same patterns implemented for Issues.

Scenario Before After What's different?
Issue with activity Screenshot_2023-10-26_at_19.58.39 Screenshot_2023-10-26_at_19.59.54 small dots are used for all activity EXCEPT for closure. When an issue is closed, the same icon and color is used as previously, but the size and alignment are changed to match the size and alignment of icons in the Activity timeline of an MR.
