Make the add variable form appear inline

Problem to solve

We recently changed the variables input form to show up in a drawer. #410414 (closed)

This is leading to new set of challenges as it challenges some consistent experiences across the setting page. Drawer adds a completely new pattern for presenting form across all settings sections and with recent UI changes this is standing out.

Form input experiences on the same page should not be surprising and inconsistent unless they add indisputable value.

Proposal

Show the Add variable form inline like the other sections within settings.
