Cannot log in with Safari

Safari cannot log into Gitlab. This happens on multiple machines with fresh macOS installations. This has nothing to do with registering a new u2f-key. There are no browser extensions installed. All settings on Safari are default. I simply cannot log into Gitlab. It hangs at the "Checking if the site connection is secure" stage. I am using Safari Version 16.6 on macOS Ventura.
