Fan out issues for tables that cannot be automatically determined as `gitlab_main_cell` or `gitlab_main_clusterwide`

Once we have finished #429172 (closed) we should have a set of tables remaining still in gitlab_main schema. We should create issues for teams to update these to either gitlab_main_cell or gitlab_main_clusterwide.
