New Feature Popup is misaligned on page load

Summary

The New Feature Popover sometimes is not aligned correctly on page load. This is due to the top banner which loads dynamically and shifts the page layout.

Implementation plan

We agreed to wait for a second before showing the popover on page load. Since the popover is not something permanent and will be removed after a while, we decided to implement this quick fix.

Verification steps

• Go to https://gitlab.com/gitlab-org/govern/threat-insights-demos/verification-projects/verify-epic-10164/-/security/vulnerability_report
• Make sure the popover loads in the correct location (right above the Group By button)
