Switch current partition_id value to 101 for ci_stages

For the p_ci_stages table we will have [two partitions] to start:

• ci_stages FOR VALUES IN ('100')
• gitlab_partitions_dynamic.ci_stages_101 FOR VALUES IN ('101')

Switching partition_id to 101 will stop the growth of the ci_stages table because the new records will be persisted in the ci_stages_101 table.
