Create second partition for `ci_pipeline_variables`

As part of the work required for CI Time decay we want create a second partition for ci_pipeline_variables to make sure our new architecture behaves as expected.

Technical Proposal

  • Bumping Ci::Pipeline#current_partition_value write with manual partition creation feature flag
