Contributing a basic Next.js app template for the "Create project from template" functionality per instructions at https://docs.gitlab.com/ee/development/project_templates.html.

This repo is just a npx create-next-app@latest with some slight modifications to next.config.js and the addition of a .gitlab-ci.yml file so that it can be deployed properly to GitLab pages.
