[UX] Issue Analytics: Add date range filtering

Problem

When deep-linking to the Issue Analytics page from other pages we currently only inherit Group/project and labels. Ideally we should support the the date range as well, similar to Merge request analytics.

This added support will greatly improve the experience for: Insights: Drill down from charts (#372215 - closed)

Proposal

• Add date range filtering via the URL scope
• Add date range picker to the UI
• Set the default range to Last 12 months
• When the date range is changed, the chart and issue list below should be updated
• Limit date range to 365 days so as to be consistent with Merge request analytics
