Add option to include or exclude dormant bot accounts from being automatically deactivated

Proposal

Currently, GitLab generated bots are excluded from the automatic deactivation of dormant users.

This feature was added in 14.5: GitLab generated Bots should be excluded from automatic deactivation

Some users would like to have the option to either include or exclude these accounts, instead of defaulting to exclusion only. That way, bot accounts can be included in the deactivation process at will.
