Revisit work-item-dropdown custom styles

The work-item-dropdown has some custom styles associated, such as hiding an icon with the gl-button-icon class once an element loses focus or hover. It is done to hide the caret icon and only show it when the toggle is focused or hovered.
Due to this styles, after the migration to GlCollapsibleListbox we can't use the loading prop of the GlButton for the work-item-dropdown toggle as it adds the gl-button-icon class, which makes the loading icon invisible once out of focus.
Currently, we use a GlLoadingIcon inside the GlButton to avoid having styling issues. We might want to revisit this styles to simplify the usage of a loading prop of the GlButton used as the work-item-dropdown toggle.
