Gitlab-Backup: SKIP_REPOSITORIES_PATHS not skipping related LFS data

Summary

When excluding repositories with the majority of our LFS storage usage, the lfs portion of a backup still includes lfs data from repositories skipped being backed up. Not sure if this is intended or not, but I believe this functionality should exist in other some way if SKIP_REPOSITORIES_PATHS is not intended to function this way. Maybe SKIP_LFS_PATHS?

Steps to reproduce

Take backup using the gitlab-backup option SKIP_REPOSITORIES_PATHS to exclude a repository or group and then check resulting backup for incorrect LFS repo paths.
