Frontend: Move shared Catalog components to FOSS

With the move to a single CI/CD catalog, components that were historically EE needs to be moved to foss. The only Vue components that will stay EE are the pages for the namespace catalog, which will import the new generic FOSS components to fetch the data appropriately.
