Feature Request - Template User Defined Files

I am requesting a new feature similar to this issue https://gitlab.com/gitlab-org/gitlab-ce/issues/26199

A request to template files like the gitlab-ci.yml at the group level or project level. The idea being a change in one pipeline for one project in a group will need to be updated in all other projects. However, if we had a centralised template, then we only need to update this change in one place.
