Frontend: Ability to select multiple environment scopes for single CI/CD variable

Problem to solve
If we need a CI/CD variable to be available in multiple environment scopes, we need to create the same variable multiple times unless environment names match a certain pattern where we can use wildcard.
Proposal
When creating a CI/CD variable on the Settings > CI/CD page, we should have the ability to select / set multiple environments (with or without wildcard) rather than selecting/defining a single enviroment.
For example, we can create a CI/CD variable with environment scopes dev/*, staging/*, test/*, test-* etc. This eliminates the need to create the same CI/CD variable several times, each with a single environment scope.
