Update translations levels (November 2023)

Merge the latest i18n translations from Crowdin on a monthly cadence.

ToDo

• After cloning: update Title, set Milestone, Due date (15th), Related to previous month's issue.
• After the 1st of the month: assign to yourself, set workflowin dev
• If needed, configure the GitLab-Crowdin integration
• Kick off a sync from Crowdin
• Find the MR created by @gitlab-crowdin-bot and associate it with this issue
• Complete the MR
• Update the translation levels data with the latest numbers. (Find the issue here)
• When done, clone this template issue for the next milestone.
