Enable multiple pages jobs

As part of the introduction of the GitLab Pages Multiple Versions Support we need to permit users to create multiple pages jobs. Currently, each project can only have one pages job, which creates a PagesDeployment, but with multiple versions, users will need to create multiple active PagesDeployment for the same project.

During the PoC, we used pages: as a possible prefix.
