Create a feature that will export GitLab issues and related issued as an auditor-friendly artifact.

Currently if we need to share a GitLab issue with an auditor we have to print to PDF but this comes with some formatting issues and doesn't help us if we want to share the linked issues that relate to the primary evidence issue. I think it would be useful to have a feature that would print the issue with an auditor-friendly organization of the information and the option to print linked issues as well and bundle everything together into a PDF to make supplying GitLab evidence easy for our customers.

What does success look like:

A new export option in the UI or GitLab CLI where the result would be a PDF that has external auditors in mind as the primary audience.
