Add more mergeability checks that blocks merging of merge requests

Background

Based on discussion in #423110 (comment 1564444590), we need to add more checks to mergeability framework.

Proposal

Add the checks as a mergeability check using the mergeability framework. Currently, the checks that we need to add are:

• Jira association missing
