Use Swagger UI for OpenAPI Specifciations File when browsing artifacts

Proposal

GitLab will use Swagger UI for OpenAPI Specifications files in the repository. We don't commit our OpenAPI Specifications files, but rather generate them in our pipelines. It would be very useful if the same Swagger UI that is used for OpenAPI Specifications files in the git repository can be used when viewing an OpenAPI Specifications file while browsing artifacts.

Addition: Would be useful if the built-in Swagger could be use from GitLab Pages as well.
