No notification e-mail to assigned user when creating a merge request

Summary

Assignment of merge request to a specific user, does not give the user a e-mail about the assignment.

Steps to reproduce

1. Click "New merge request", and select some branch to merge.
2. Assign a user to the merge request.
3. Click "Create merge request".

What is the current bug behavior?

The assigned user does not get an e-mail about the assigned merge request.

What is the expected correct behavior?

The assigned user should get an e-mail with assignment about the merge request.

Other information

After you created the merge request, if you then unassign and assign the user again, the user will get both the e-mail about unassignment and assignment - so it's only an issue when assigning the user while creating the new merge request.

Gitlab 12.5.0 (1f0ab8978ef) - and changelog doesn't show that this have been fixed in newer patch-versions.
