Preload autocomplete_sources/members

Problem to solve

Currently, you need to wait a few seconds the first time you interact with the users dropdown (or quick actions).

Proposal

We can improve that by preloading autocomplete_sources/members after the page is completely loaded. The only downside is increased number of requests to autocomplete_sources/members.

This change should be behind a feature flag gated by current_user.
