Allow Custom URL to be configured as a user's homepage (eg. Issue Board)

Problem to solve

Currently a user can configure various pages as a homepage:

Not included is the option to use an issue board, which for users following some form of agile work is a regular starting point to get an overview over current work. The issue is that unlike the other options, issue boards have arbitrary URLs.

Proposal

We add the option to add a custom URL as the homepage in User preferences.

For the best UX, on an issue board page we add a button "Set as Homepage" which sets the URL to the currently active board.

This button can then alsp be used in different places across the application.
