Proposal: Financial administrator role that does not consume a seat in a GitLab group

Proposal
Customer ask: Having a user just for administrative purposes like paying bills, adding cards, checking usage etc. but not for actually using the product for other things like pushing code etc.
The proposal is to have a new type of role to be added which doesn’t take up a seat.
