Service desk link shows up in sidebar although monitoring is disabled and instance is unconfigured for service desk

Summary
As a project maintainer i'm seeing
in the nav bar of every project on a self-hosted instance v16.3.4 – so do all users with access to the project. This happens although the instance is not configured for it and there is no way to turn it on for project maintainers. Clicking the link yields the following "Not supported" page:
Note the unusable empty menu on the top right.
Going to project settings, there is also nothing to do about this, as the Service Desk section is simply empty:

Monitoring is turned off, so i'd expect not to see the "Monitor >" entry in the menu at all.
What is the current bug behavior?
As seen above.
What is the expected correct behavior?
When Service Desk is not enabled by the instance configuration, the particular link should not show up in the nav bar.
When Monitoring is turned off as well, the whole expandable nav bar entry should be hidden.
