Run `qa-frontend-node:*` jobs on `master` only

Actually, qa-frontend-node:10, qa-frontend-node:8, and qa-frontend-node:latest are basically the same as compile-assets pull-cache with different Node versions, so this should definitely only be run on master, similarly to how we only run specs with PG10 on master.
