Feature Request : Misleading Checkbox on Vulnerability Issue Creation

Problem to solve

When you open a vulnerability issue there is a checked checkbox that says This issue is confidential and should only be visible to team members with at least Reporter access. However due to the action command / confidential being included in the issue template, and sometimes not shown without scrolling in the issue test, the checkbox can be misleading and have no effect.

Proposal

By default the issue should be confidential so I suggest we potentially just make it text instead of a check box. This would get rid of the checkbox that can be perceived to do nothing, and further enforces security best practices.
